Operational Context:
There are over 75,000 asylum-seekers and refugees currently hosted in Greece who arrived and remained since the 2015 – 2016 humanitarian emergency. In 2018, more than 30,000 people arrived by sea, and some 15,000 over land, the majority from Syria, Iraq, and Afghanistan. UNHCR supports the Government who coordinates the refugee and migrant response in the development of policy, capacity building and targeted interventions in the areas of reception, asylum procedures, and for finding solutions. The situation has improved in the mainland since 2015. There, people are hosted in approximately 26 Government-run sites (camp-like and buildings), as well as in rented housing provided by UNHCR through municipalities and NGOs for some 25,000 asylum-seekers and refugees. Additionally, UNHCR delivers a cash assistance programme, which has benefited nearly 115,000 (some 114,000 at the end of April 2019). The situation remains challenging on the islands where there is not enough capacity to accommodate the 16,000 people who have arrived recently or are awaiting the completion of their asylum procedures. In 2019, UNHCR will continue to implement the cash assistance and accommodation programmes, and will continue to support the Government in policy development, capacity building and targeted interventions in the areas of reception, asylum procedures and solutions.
Functional Statement:
The Senior Admin/Finance Assistant will provide administrative assistance to the Admin Associate to ensure that routine services and activities within the administrative/finance domain are implemented.
The Senior Admin/Finance Assistant normally has no direct supervisory functions though it rests upon the supervisor of the post to make time specific arrangements subject to a given situation. The incumbent functions under the guidance of his/her supervisor who is required to monitor the performance of the incumbent and provide regular guidance. S/he may liaise with local suppliers, banks and/or financial institutions on routine subject matters under the direction of the supervisor.
Responsibility
- Processes entitlements, issues of contracts and maintains various personnel records and files;
- Assists in the recruitment of GS staff by evaluating candidate applications and conducting preliminary interviews;
- Assists in surveys on local cost of living, local salaries, housing rental and collecting the information on the above-mentioned; Processing requests for visas, identity cards, driving licences and other personnel-related documents; Prepare travel authorization and assist in the submission of travel claims;
- Attends meetings on day-to-day admin. matters; administers the movement of local staff members, their attendance, leave plan, overtime, etc. Assists in the preparation of inventory records of non-expendable equipment for submission to HQs and takes care of stationary order;
- Maintains financial records and monitoring systems to record and reconcile expenditures, balances, payments, statements and other data for day-to-day transactions and reports;
- Assists in preparing financial vouchers and monthly accounts;
- Selects and enters data from a wide variety of documents, verifying accuracy by checking sources, making necessary calculations and assuring inclusion of all relevant data;
- Assists in preparing admin. budget submission for entire year; maintains liaison with officials of local bank to obtain day-to-day information in exchange and interest rates, changes in procedures and regulations and matters pertaining to maintenance of office bank accounts.
- Performs other duties as required.
Essential Minimum Qualification & Professional Experience Required:
- Completion of Secondary Education or equivalent technical or commercial school with certificate/training in Business Administration, Finance, Office Management, Human Resources or other related field.
- Minimum 5 years of job experience relevant to the function.
- Computer skills (MS office and People Soft applications).
- Fluency in English and working knowledge of another relevant UN language or local language (as applicable in the duty station).
- In offices where the working language is not English, excellent knowledge of UN working language of duty station and working knowledge of English.

Functional Statement:
The Senior Protection Assistant (Community-Based) is a member of the Protection team and will report to the Protection Associate of the Field Office Samos. Under the overall direction of the Protection Associate and in coordination with other UNHCR staff, government, NGO partners and other stakeholders, the Senior Protection Assistant (Community-Based) works directly with communities of concern to identify the risks they face and to leverage their capacities to protect themselves, their families and communities. The incumbent may have direct supervisory responsibility for part of the protection and/or support staff and supports the application of community-based protection standards, operational procedures and practices in community-based protection delivery at the field level. To fulfil this role the Senior Protection Assistant (Community-Based) is required to spend a substantial percentage of her/his time working outside the office, building and maintaining networks within communities of persons of concern. The development and maintenance of constructive relationships with persons of concern that measurably impact and enhance protection planning, programming and results forms the core of the work of the Senior Protection Assistant (Community-Based). The incumbent also supports the designing of a community-based protection strategy by ensuring that it is based on consultation with persons of concern.

- Through relationships with persons of concern and network of partners stay abreast of political, social, economic and cultural developments that have an impact on the protection environment and provide advice to the protection team. Understand the perspectives, capacities, needs and resources of the persons of concern and advise the protection team accordingly, highlighting the specific protection needs of women and men, children, youth and older persons, persons with disabilities, marginalized groups.
- Assist in initiatives with host communities to involve national civil society groups in the protection of persons of concern.
- Support implementing and operational partners as well as displaced and local communities to develop community-owned activities to address, where applicable, the social, educational, psycho-social, cultural, health, organisational and livelihood concerns as well as child protection and prevention and response to SGBV.
- Assist in the analysis that identifies the capacities of communities of concern and risks they face.
- Support participatory assessments by multifunctional teams and ongoing consultation with persons of concern.
- Support efforts to build the office capacity for community-based protection.
- Support communities in establishing representation and coordination structures.
- Ensure community understanding of UNHCR's commitment to deliver on accountability and quality assurance in its response.
- Collect data for monitoring of programmes and budgets from an AGD perspective.

Purpose and Scope of Assignment:
The Senior Protection Assistant is based in Orestiada and discharges his/her duties in the whole region of Evros with possibility of undertaking missions in nearby regions. He/she will report to the Protection Associate based in Orestiada, Evros. Main duties of the position include: monitoring protection standards and State administrative procedures and practices in accordance with national and European law and international standards; delivering protection services to Persons of Concern, such as legal information provision and counselling; supporting and capacitating competent State actors; conducting border protection monitoring and detention monitoring; reporting; representing UNHCR before authorities and other actors at a local level.
The Senior Protection Assistant provides quality, timely and effective protection support to persons of concern with particular focus on persons with specific needs and identifies opportunities to mainstream protection methodologies and safeguards, such as on child protection and prevention of SGBV (sexual and gender based violence) in operational responses. He/she contributes to designing a comprehensive protection strategy by providing qualitative analyses of the legal and other challenges existing at the local context, and by timely apprising the Office of protection or other risks faced by refugees and asylum seekers, particularly in the context of refoulement.
The Senior Protection Assistant also ensures that persons of concern are consulted in a participatory manner on processes that affect them and are involved with UNHCR in the process of taking decisions, whether in accessing their rights or in identifying appropriate solutions to their problems. To achieve this, the incumbent will need to build and maintain effective interfaces with communities of concern, local authorities and protection and assistance partners.
Accountability
- The protection of populations of concern is met through the application of International and National Law relevant UN/UNHCR protection standards and IASC principles.

- Monitor Standard Operating Procedures (SOPs) for all protection/solutions activities.
- Participate in individual protection case management including cases of SGBV and child protection. Monitor and report on cases of refoulement, expulsion and other protection incidents.
- Assist in identifying durable solutions for persons of concern in voluntary repatriation, local integration and where appropriate, resettlement.
- Contribute to the design, implementation and evaluation of protection related AGD based programming with implementing and operational partners.
- Assist in drafting reports, routine correspondence, updating relevant databases and compiling statistics for the protection unit / section.
