Urban Team Leader

Background

DRC has been operating in Greece since November 2015, providing support to the Greek Ministry of Migration Policy in ensuring dignified reception conditions for refugees and migrants arriving on Lesvos island. In March 2016, DRC expanded its operations in Athens, in response to the changing context and the build-up of refugee population on mainland Greece.

Purpose

Under the overall supervision of the Area Manager and with the technical support of Country Office Integration technical staff, the Urban Team Leader will be responsible for the overall supervision and implementation of DRC Athens Urban Project and relevant activities. S/he will coordinate the development and implementation of quality programs and activities, providing on-going support to DRC staff, ensuring that DRC relevant policies and strategies are strictly adhered to.

Duties and Responsibilities

Responsibilities will include, but not necessarily be limited, to the following: 

Management:

  • Support the recruitment and daily management of Attica integration activities staff, including legal aid officers, social workers, cultural mediators and teachers  

  • Provide guidance and capacity building opportunities to staff members, making sure that they have a good understanding of and adhere to DRC policies and Code of Conduct 

  • Ensure positive and collaborative working relationships between team members and DRC teams/departments 

  • Responsible for the daily operation of Athens Urban Project working place, undertaking all financial, administrative, logistical and HR procedures

Program Development and Reporting

  • Ensure that the project and associated activities are implemented in accordance with agreed strategies, principles, implementation plans, and donor requirements. 

  • Ensure that the implementation of projects complies with quality standards and is monitored in accordance with pre-defined objectives and indicators. 

  • Write and ensure the timely submission of internal and external reports on project activities in compliance with internal DRC requirements and any relevant donor requirements; 

  • Identify gaps and contribute to new project development, including both narratives and budgets, by coordinating and compiling inputs from other technical and support staff. 

  • Identify partnership opportunities and makes relevant suggestions. Provide inputs for partnership agreements and takes the lead in networking initiatives for the development of DRC integration activities in Attica

Finance and Administration

  • Support in the development of budgets and spending plans. 

  • Maintain a budget overview of all projects and activities, monitors spending and ensures the timely utilization of all grants. 

  • Support teams to ensure full compliance with DRC and donor financial guidelines and policies.

Representation

  • Attend all relevant fora and meetings/working groups, with the objective of making positive contributions to coordination and strengthening DRC’s position 

  • Identify and foster professional and constructive relationships with government and municipality authorities, as well as with all relevant actors and stakeholders throughout Attica related to urban and integration activities 

  • Liaise with local implementing partners as required; 

Required Qualifications

  • University degree in international relations, management, human rights, social science or related field 

  • Minimum 3 years professional work experience with relevant projects and proven experience in managing interdisciplinary teams 

  • Good understanding of the refugee context in Greece, including legal framework, access to social rights and benefits, stakeholders and gaps 

  • Solid project management experience 

  • Extensive experience in representation and networking 

  • Excellent analytical and strategic skills 

  • Strong interpersonal skills and demonstrated ability to establish effective working relations with local staff and other stakeholders 

  • Experience with refugee integration programming is an asset 

  • Strong computer skills 

  • High professional ethics

Terms and Conditions

The contract will be under the Greek Labor Law, and all allowances will be   provided to the employees (Christmas, Easter, Vacation bonus).

The position will be based in Attika (Greece) and national terms and conditions apply. 

General Regulations

The employee shall follow DRC instructions on safety, confidentiality and ethical guidelines, including the Code of Conduct and the Humanitarian Accountability Framework. 

Employee should not engage in any other paid activity during the DRC contract period without prior authorization. 

Employee should not engage in any activity that could harm DRC or the implementation of any project during the DRC contract period. 

Employee should not give interviews to the media or publish project-related photos or other material without prior authorization. 

Employee shall return all borrowed equipment for the project to DRC after the end of the contract period or upon request.
