Background
 
DRC has been operating in Greece since November 2015, providing support to the Greek Ministry of Migration Policy in ensuring dignified reception conditions for refugees and migrants arriving on Lesvos Island. In March 2016, DRC expanded its operations in Athens, in response to the changing context and the build-up of refugee population on mainland Greece. In light of the movements of refugees and migrants from a site-based accommodation to out-of-site residence, DRC Greece envisages the expansion of its actions to assist urban populations in Greece.  

Purpose
 
Under the overall supervision of the Head of Programmes (HoP), the Integration Coordinator is responsible for maintaining and coordinating implementation of DRC’s integration strategy and program. She/he will be responsible for the coordination of all out-of-site related actions and for liaising with all external actors involved in the out-of-site related responses. The position requires a high degree of responsibility, flexibility and understanding of complex dynamics around the successful integration of refugees and migrants in Greece. S/he reports to the Head of Programmes for daily operational tasks. Key responsibilities include:
 
Duties and Responsibilities
 
Responsibilities will include, but not necessarily be limited to, the following:
 
Programme Coordination 

    Support the process of keeping DRC Greece’s Refugee Integration Strategy up-to-date and linking it to tangible programmatic activities in urban contexts throughout Greece;
    Coordinate all out-of-site/integration programme planning and implementation to ensure projects and activities are carried out as planned, in a timely manner and in accordance with donor’s requirements and DRC’s quality standards;
    Proactively identify and resolve barriers to implementation through regular monitoring of activities;
    Track integration-related budgets and expenditures in compliance with project agreements and budgets to ensure value for money across activities, effectively managing the integration resources to achieve required programme objectives;  
    Analysis and assess PoC needs in urban contexts, identifying priorities for interventions, coordinating with other departments and actors to ensure that integration projects are informed by, and integrated with, other response areas, including protection, education, etc.;
    Liaise with local implementing partners as required;
    Coordinate with the finance and procurement teams to ensure the availability of financial and procurement resources adequate to carry out all planned activities.

Team Management and Capacity Building  

    Work with the Area Managers to plan programme human resource needs and with the HR team to guarantee timely recruitment and induction of new staff;
    Identify, and participate in organizing, learning and training opportunities for team staff, and staff/volunteers from key partner organizations, local authorities and community members;
    Coach, mentors and supervise program and partner staff as needed.

Reporting and Monitoring

    Write and ensure the timely submission of internal and external reports on project activities in compliance with internal DRC requirements and any relevant donor requirements;
    Ensure that all necessary programme documentation and sources of verification are properly maintained and regularly updated;
    Ensure that the integration programme staff utilize assessment findings and monitoring results to continually enhance programme implementation.

Representation, Networking and Fundraising  

    Represent DRC Greece to various forums and related working committees/groups;
    Establish and maintain active working relationships with local and international NGO’s, local government units and other organisations implementing similar programmes, to secure a coordinated and relevant response;
    Act as focal point for DRC Greece Integration programme with the Ministry on Migration Policy and the various municipalities;
    Contribute to the identification of funding opportunities for the sector, including write-up of high-quality concept notes and proposals;
    Develop new partnerships with local actors, such as CSOs and grassroots organisations;
 
Required Qualifications

    University degree in international relations, management, human rights, social science or related field;   
    Minimum 7 years professional work experience within international humanitarian/development work;  
    Good understanding of displacement issues of both internally displaced and refugees and related international standards/frameworks;   
    Solid project management experience;  
    Extensive experience in representation and networking;  
    Excellent analytical and strategic skills;  
    Strong interpersonal skills and demonstrated ability to establish effective working relations with local staff and other stakeholders;
     Capacity to actively participate in strategy development and provide strategic leadership to staff;   
    Excellent negotiation, advocacy and communication skills;   
    Professional fluency in written and spoken English;  
    Knowledge of displacement issues and local context in Greece, including experience with refugee integration programming is an asset.   
 
Terms and Conditions  
 
The contract will be under the Greek Labor Law, and all allowances will be provided to the employees (Christmas, Easter, Vacation bonus).   
DRC provides training opportunities to develop and strengthen the quality of its services as well as its staff members’ professional and personal development.   
The position will be based in Athens (Greece) and national terms and conditions apply.  
 
General Regulations
 
The employee shall follow DRC instructions on safety, confidentiality and ethical guidelines, including the Code of Conduct and the Humanitarian Accountability Framework.
Employee should not engage in any other paid activity during the DRC contract period without prior authorization.
Employee should not engage in any activity that could harm DRC or the implementation of any project during the DRC contract period.
Employee should not give interviews to the media or publish project-related photos or other material without prior authorization.
Employee shall return all borrowed equipment for the project to DRC after the end of the contract period or upon request.
