Operational Context:
There are over 75,000 asylum-seekers and refugees currently hosted in Greece who arrived and remained since the 2015 – 2016 humanitarian emergency. In 2018, more than 30,000 people arrived by sea, and some 15,000 over land, the majority from Syria, Iraq, and Afghanistan. UNHCR supports the Government who coordinates the refugee and migrant response in the development of policy, capacity building and targeted interventions in the areas of reception, asylum procedures, and for finding solutions. The situation has improved in the mainland since 2015. There, people are hosted in approximately 26 Government-run sites (camp-like and buildings), as well as in rented housing provided by UNHCR through municipalities and NGOs for some 25,000 asylum-seekers and refugees. Additionally, UNHCR delivers a cash assistance programme, which has benefited nearly 115,000 (some 114,000 at the end of April 2019). The situation remains challenging on the islands where there is not enough capacity to accommodate the 16,000 people who have arrived recently or are awaiting the completion of their asylum procedures. In 2019, UNHCR will continue to implement the cash assistance and accommodation programmes, and will continue to support the Government in policy development, capacity building and targeted interventions in the areas of reception, asylum procedures and solutions.

Purpose and Scope of Assignment:
UNHCR supports the Greek State, which coordinates the refugee and migrant response, in the development of policy, with capacity building and targeted interventions in the areas of reception, asylum procedures, and for durable solutions. In mainland, Greece asylum-seekers and refugees are hosted in 27 Government-run sites (camp-like and buildings), as well as in rented housing provided by UNHCR through municipalities and NGOs for more than 22,000 asylum-seekers and refugees. Additionally, UNHCR delivers a Cash Assistance Programme, which since April 2017 has benefited more than 110,000 persons of concern.
Cash Assistance and Support with Accommodation and Services are part of UNHCR ESTIA Programme in Greece, funded by the European Union.

The Contractor shall perform the following duties:
- Assist with the drafting, editing and consolidation of Project Partnerships Agreements (PPAs) with local UNHCR partners
- Collect data on the implementation progress and performance of partners and consolidate indicator reports
- Collect, register and maintain information on project activities
- Organize regular meetings with representatives of the Implementing Partners as well as support with the logistic arrangements for such meetings
- Apply UNHCR’s corporate tools (e.g. Global Focus, Focus Client) to produce reports and generate data for evidence-based decisions at the country-level
- Timely conduct and address programme related financial transactions and needs
- Provide timely and adequate support to the everyday activities and tasks of the Programme Unit, supporting in the delivery of regular CBI Coordination Meetings, Workshops and Working Groups and the updating of Standard Operating Procedures
- Prepare status and progress reports, prepare tables and draft routine correspondence
- Prepare background materials, working papers and tables for briefing, and review sessions
- Prepare routine correspondence and internal reports
- Contribute towards key events organized by the Organization for stakeholders and government counterparts
- Perform other duties as required

Monitoring and Progress Controls
The incumbent will work under the supervision of the Assistant Programme Officer to whom s/he will report on a weekly basis.
The assignment includes a combination of routine and ad-hoc tasks. Key deliverables for performance monitoring purposes are listed below:
- Monitor implementation of the PPAs and maintain an effective and timely communication with the UNHCR's Implementing Partners.
- Monitor implementation of Direct Implementation components of the CBI programme.
- Coordinate and keep track of project monitoring activities organized with partners.
- Support the planning and delivery of joint monitoring visits in the field in order to discuss and resolve in cooperation with the partners possible reporting and monitoring issues.

- Review the implementation and performance of Partnership Agreements through appropriate physical monitoring to evaluate the projects by reviewing work plans, progress reports, budget, financial reports and expenditures. This may include field visits for specific monitoring and evaluation issues.
- Represent UNHCR in physical monitoring of projects.
- Undertake proper collection, monitoring and use of baselines, standards and indicators needed to measure and analyse programme performance, trends and target interventions.
- Access the relevant information and programme records (Focus/ MSRP data).
- Provide inputs for the country operations plan (including budgets, staffing levels and structures) as well as prepare inputs for funding submissions, appeals and reports.
- Maintain and update the financial needs monitoring tool of projects for both Implementing Partners' and Direct Implementation budget.
- Monitor the Direct Implementation budget of the CBI Programme.
The Contractor may have to submit a final report, outlining the main duties and activities performed under this assignment, as well as actual achievements, using objectively verifiable indicators and means of verification. Information should also include risks and challenges, as well as lesson learned during the reporting period and an analytical assessment of any problematic areas which may require new or different approaches, etc. The format of the report will be provided by UNHCR.

Essential Minimum Qualification & Professional Experience Required:
- Completion of Secondary Education with training/ certificate in Business Administration, Social Science, International Law or related field
- Minimum 3 years of previous job experience relevant to the function
- Experience in working with UNHCR and familiarity with programme support tasks is considered an asset
- Fluency in English and Greek language. Working knowledge of another relevant UN language will be considered as an asset
- Excellent computer skills (in MS Office)
