Protection Team Leader

Introduction

Background
 
DRC has been operating in Greece since December 2015, providing support to the Greek Ministry of Migration Policy in ensuring dignified reception conditions for refugees and migrants arriving on Lesvos island. In 2016, DRC expanded its operations in Attica, Central and North regions in response to the changing context and the build-up of refugee population on mainland Greece.  
 
Purpose
Under supervision of the Protection Manager and in close coordination with other DRC field units, the Protection Team Leader will be field-based and will support the implementation of all Protection objectives under DRC projects in the refugee hosting sites. Furthermore, the Protection Team Leader provides technical management to the DRC teams of protection monitoring and roving cultural mediation. She/he will develop and maintain good relations with persons of concern, relevant stakeholders and other humanitarian actors, to support quality implementation and coordination of DRC’s Protection activities.   
 
Duties and Responsibilities
Responsibilities will include, but not necessarily be limited, to the following:  
•    Capacity building of protection monitoring staff and roving cultural mediators.
•    Ensure timely and sound implementation of protection activities in relevant sites.
•    Provide technical support, supervision and guidance to the Protection Monitoring teams at the field level and RCM team (incl. implementation of technical tools and guidance, creation of tailored capacity building plans, training and on-the-job coaching and mentoring).
•    Contribute to preparing sound work-plans for Protection Monitoring teams in the field.
•    Ensure regular update of referral matrix/tools and documentation of focus group discussions, key informant interviews and site observation forms by Protection staff.
•    Ensure targets to measure impact and performance on protection activities are met.
•    Participate in the implementation of general protection activities in accordance with agreed objectives.
•    Monitor and analyze protection trends in sites and urban for management, programmatic and advocacy purposes.
•    Ensure that DRC’s protection activities are flexible and responsive by participating in (joint) assessments, identifying protection concerns and reporting for follow-up.
•    Continuously monitor the provision of services on the site and report on findings, to ensure Protection considerations are mainstreamed across all sectors.
•    Support teams to understand vulnerability criteria, to identify vulnerable individuals and facilitate appropriate action, including referrals to specialized services.
•    Encourage, support and monitor community-based protection networks in the emergency reception sites.
•    Support linkages to urban services and ensure that an integration focus is mainstreamed in team activities and approaches.
•    Encourage a positive, innovative and mutually supportive team spirit amongst the team under her/his responsibility.
•    Any other duties as may be assigned by the Protection Manager, relevant to the achievement of Protection objectives.
 
Representation:
•    Internal and external coordination at the site-level where needed.
•    Liaise with local authorities, service providers and humanitarian actors to support mapping of services and development of effective referral pathways.
Reporting:
•    Ensure compliance with internal reporting systems and participate in DRC internal coordination mechanisms as required.
•    Consolidate protection monitoring reports received from protection staff and draft periodic analysis and monthly reports.
•    Prepare case reports when necessary.
•    Draft protection monitoring reports, provide input in designing protection monitoring tools and formats.
Accountability:
•    Guided by the DRC Programme Handbook, continuously monitor and suggest relevant accountability initiatives in the field as well as strengthening the effort to document the impact of DRC activities in the area.
•    Ensure that protection monitoring staff adhere to general protection, child protection and GBV best-practices and professional standards and principles through capacity-building and on-the-job support.
•    Document case studies, best practices and lessons learned from each of the activities implemented.
 
 Required Qualifications
•    University degree in Social Work, social science, human rights or any other relevant field;
•    Membership of the Association of Greek Social Workers would be an advantage;
•    Minimum 4 years professional work experience within international humanitarian/development work;  
•    Good understanding of displacement issues of both internally displaced and refugees and related international standards/frameworks;   
•    Solid experience in leading teams is required; experience in project management is an asset;
•    Strong interpersonal skills and demonstrated ability to establish effective working relations with local staff and other stakeholders;  
•    Excellent negotiation, advocacy and communication skills;   
•    Professional fluency in written and spoken English and Greek;
•    Knowledge of displacement issues and local context in Greece is a clear asset; 
•    Ability to live and work in a demanding working environment.
    
General Regulations
•    The employee shall follow DRC instructions on safety, confidentiality and ethical guidelines, including the Code of Conduct and the Humanitarian Accountability Framework.
•    Employee should not engage in any other paid activity during the DRC contract period without prior authorization.
•    Employee should not engage in any activity that could harm DRC or the implementation of any project during the DRC contract period.
•    Employee should not give interviews to the media or publish project-related photos or other material without prior authorization.
•    Employee shall return all borrowed equipment for the project to DRC after the end of the contract period or upon request.
 
Terms and Conditions
The contract will be under the Greek Labor Law, and all allowances will be provided to the employees (Christmas, Easter, Vacation bonus).     
DRC provides Private Insurance for all National staff.

The position will be based in the broader area of Thessaloniki (Greece ) and national terms and conditions apply.
